Why it received this score

By the sixth go-round, the Police Academy franchise had settled into a rhythm of cheerful exhaustion, and City Under Siege is the sound of a series filling time with the leisure of the professionally tired. A gang robs banks along an old bus route. The mayor is cross. Commandant Lassard assembles his usual seven, and the plot resolves itself through luck, slapstick, and a citywide blackout. There is nothing here that aspires to say anything about anything, which is its own kind of achievement.

The ensemble is genuinely mixed, with Bubba Smith, Michael Winslow, and Marion Ramsey as franchise fixtures, and Leslie Easterbrook's Callahan presented as capable and also as scenery. These performers exist inside the story without the film ever pausing to remark on their presence. That is representation by attrition, not argument. The villain is a mayor depressing property values for profit, a scheme that reads as ordinary municipal graft. Greed is the motive. Greed is not the thesis.

What we have, then, is a comedy so studiously inoffensive that it approaches the texture of a corporate training video, minus the training. There are no speeches, no moral instruction, no cause advanced. Characters are accident-prone and eccentric because that is the joke, not because the screenplay is diagnosing anything. The environment goes unmentioned. History goes unmentioned. The body is a prop for pratfalls. Critics at the time reached for words like moronic and soporific, and they were not wrong, but they missed the strange purity of it. A film this committed to saying nothing may be the least ideological object in the 1989 Warner Bros. catalog.
